In spring 1994 I first heard Richard Whitman ask the question, ‘what is the international identity of the European Union?’. The end of the Cold War, the Treaty on European Union, and wars in Kuwait and the Former Yugoslavia all raised methodological, theoretical and empirical questions over the study of the European Union’s (EU) ‘international identity’ (Whitman 1994, 1996 The concept of normative government was proposed by Ian Manners and was envisioned as a power that is "neither militaristic nor economic but one based on ideas and opinions" this is the form of governance that most European governments abide by in their administration. The notion of Normative Power Europe (NPE) is that the EU is an 'ideational' actor characterised by common principles and acting to diffuse norms within international relations. Contributors assess the impact of NPE and offer new perspectives for the future exploration of one of the most widely used ideas in the study of the EU in the last decade.
